With almost two decades spent in U.S. politics, opinion research and overseas project management, Christine Quirk has a unique combination of political campaign and communications experience, overseas acumen and a strategic location.
As Partner in the Portland, Oregon-based opinion research and strategic communications firm Grove Quirk Insight until 2003, she worked on some of the most high profile candidate and ballot measures campaigns of the early 2000s. Her clients included all types of labor unions, environmental organizations, corporations and interest groups seeking strategic advice on how to advance their agenda or alter public perceptions.
She was instrumental in the growth of one of the most respected boutique polling firms in the country and helped build the firm’s 36-1 record of prevailing on ballot initiatives. She played a key role in a number of top tier races, including Ted Kulongoski for Governor (OR), Governor Janet Napolitano/Arizona Democratic Party, Senator Ron Wyden (OR), Al Gore’s campaign in Oregon and dozens of campaigns for the U.S. House of Representatives.
From 2003 until 2007, she worked for National Democratic Institute, first as Country Director in Azerbaijan during the tumultuous period leading up to the country’s 2005 Parliamentary election. She advised the opposition political parties on strategies for addressing election fraud and communicating and organizing their voters to more effectively challenge the authoritarian regime. She later advised Ukraine's Presidential Secretariat on how to create a strategic, democratic presidency, focusing on polling, voter outreach and communications. Her project also included cooperation with top leaders from the executive branches of Latvia, Lithuania and Poland to share with Ukrainians lessons learned from the EU ascension process.
She also has a wealth of on-the-ground political campaign and communications experience, having served as communications and research director for campaigns and non-profits. She had monitored several elections in Azerbaijan and Ukraine.
Christine has worked, traveled or studied in more than 50 countries around the world, starting with post-Communist Poland in 1991 after graduating from Santa Clara University with a B.S. in Political Science. She now lives with her two dogs in Istanbul, while her husband, an American film producer commutes between Istanbul and his Baku-based production company. She collects textiles and sovietica and is an avid photographer as well.
